Portugal has launched Integrar para a Construção (‘Integrate for Construction’), a new vocational training programme aimed at immigrants, asylum seekers, refugees, and beneficiaries of temporary protection. The programme combines hands-on skills training with real work placements in the construction sector, and pairs technical instruction with Portuguese language support and workplace integration sessions.
The initiative sits within a much larger national push: Portugal is investing close to €1.5 billion in EU funding toward vocational training, aiming to prepare more than half of secondary students for in-demand jobs. Separately, vocational schools working with immigrant populations — including one recently profiled in Odemira — have reported employment rates as high as 96% among graduates.
Programmes like this reflect exactly what we mean by ‘vocational training pathways’ in our own Education & Leadership work: training that’s tied directly to a real job at the end of it, with language support built in rather than treated as a separate hurdle.
